Things to keep in mind:

• Incomplete or inaccurate data may delay your payment. Double check your account number and payment amount.
• If your water service has been terminated, do not pay online. Please contact the City Hall at 304-264-2131 to discuss other payment options.
• If you have received a termination notice you may pay online only if you are paying prior to the termination date on your notice. Paying online on or after the termination date may result in service termination and additional fees. Phone City Hall to discuss other payment options. If you choose to make payments via any platform other than a link on this page, the City of Martinsburg cannot guarantee that the payment will be received on time, and you may be subject to termination of service.
• Payments made after 3:30 PM will be posted and credited the next business day.
• The City of Martinsburg will not reverse any penalties for payments received after 3:30pm on the due date, in the instance of operator error, declined transactions, the inability to access the payment portal or for any other issues.
• Online payments are subject to a 3rd party vendor fee, further details available when payment is processed.

Visit the Parking Payment Portal-- Parking Customers – Do not pay online if your car has been booted or is in danger of being booted. Pay for your parking permit or fines here.

Visit the Utility Payment Portal  The new City of Martinsburg Utility (Water/Sewer, Fire, Garbage) Payment Portal allows you to manage your account, start new service and pay your bill online!

Pay for a Building Permit  The City of Martinsburg uses MyGovernmentOnline for permit processing and payment. 

Municipal Court Fines/Police Fines cannot currently be paid online. Please contact Municipal Court at 304-264-2103 to make arrangements for these payments.

The payment portals are for online payments and account maintenance only. For other inquiries or City business, contact City Hall Monday-Friday from 8-4. Requests submitted via the payment portal will not be acknowledged nor answered.
