West Virginia State Code tasks the City Recorder with serving as administrator/secretary for the Police and Fire Civil Service Commissions. As such, the City Recorder accepts applications, schedules exams and assists applicants with the hiring process.

The City Recorder is the Chief Election Official.  

The City of Martinsburg holds a General Election every four years, on the second Tuesday in June. The next General Election will be Tuesday, June 11, 2024. The City also holds Special Levy Elections, to renew the Police Excess Levy, as needed. The next Levy Election will likely be 2023.

The City Recorder serves as Animal Control Liaison for Berkeley County Animal Control.

Also included in Animal Control duties is administration of the annual Urban Deer Hunt.

The City Recorder is charged with keeping the Official Codified Ordinance of the City of Martinsburg. 

You can see these codes via our off-site vendor. The online ordinance is, more or less, current through the end of the previous calendar year. For recently passed ordinances, contact the City Recorder or review the Minutes and Agendas of Council. 

The City is pleased to offer as much government transparency as possible. Citizens can view agendas, minutes, full council packets and live stream and video archives of our Council meetings.

The City Recorder is designated as the Records Administrator and is tasked with keeping all of the City Records. 

The City of Martinsburg keeps property records insofar as they relate to the functions of the Planning Department. 

We do not have: 

Tax records; 

Marriage records; 

Birth records; 

Death records. 

The Berkeley County Clerk is the keeper of those types of records.
